Dear Ms. Drechsler:
I am writing to gain evidence for my discrimination complaint with the USDOJ against the Santa Cruz Police Department (SCPD). Specifically I am interested in how (disabled) people may reclaim their property held/seized/impounded by the SCPD.
To further this objective, I am submitting a request for the following pursuant to California Government Code § 6250 et seq. commonly known as the California Public Records Act (CPRA). I ask for:
* the most current, comprehensive policies for reclaiming property and vehicles currently maintained in an SCPD system of records.
* all memoranda about, pertaining to, or referring to reclaiming property and vehicles currently maintained in an SCPD system of records.
* all reports about, pertaining to, or referring to reclaiming property and vehicles currently maintained in an SCPD system of records.
* all statements/declarations/summaries about, pertaining to, or referring to reclaiming property and vehicles currently maintained in an SCPD system of records.
* all reviews about, pertaining to, or referring to reclaiming property and vehicles currently maintained in an SCPD system of records.
* all (dated) records, like (dated) receipts and (dated) logs, documenting the seizure, impound, holding by and reclamation of property from the SCPD — created between January 01, 2012 and the present day, January 01, 2014.
* all intra–agency, interagency and intracity written communications (electronic and non–electronic) or any form of electronic content transmitted/received — which is currently maintained in a City of Santa Cruz system of records — created between January 01, 2012 and the present day, January 01, 2014, about, pertaining to, or referring to reclaiming property held/seized/impounded by the SCPD.
* all presentations, (web)blogs, media releases, videos, films, webcasts, podcasts, video-casts, webinars and (voice) messages made in any medium about, pertaining to, or referring to reclaiming property held/seized/impounded by the SCPD — created between January 01, 2012 and the present day, January 01, 2014.

As these records are of great public interest, since they will be made available to the news media, USDOJ investigators, the U.S. Senate and the public via Internet forums like the following Facebook groups —

I ask you to waive any exemptions to disclosing these records.
I also ask you to waive all applicable fees in the public interest. I ask you to waive any applicable search, retrieval and redaction fees, as well as applicable duplication costs.

I ask:
* if you determine that any or all or the information qualifies for an exemption from disclosure, to note whether, as is normally the case under the Act, whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information.
* in case you decide that any of the information is exempt, please explain how the interest in not disclosing the information outweighs the public interest in disclosing it.
* if you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, that you redact it for the time being (while citing the statutes exempting the redacted elements) and make the rest available as requested.
* if there is any information in these records which is private and you decide it is exempt information, yet it is in an otherwise disclosable document, please segregate the private information by redacting it (citing the statutes exempting the redacted elements), while providing me the rest of the unredacted record.
