Mexico: Resolution Adopted by the National Meeting of Resistance Movements

On November 20, the “National Meeting of Resistance” gathered more than 100 trade union organisations and popular, democratic and youth associations, among which many trade union members from education, telephone, retirement administration funds, urban transport and the Mexican Union of Electrical Workers (SME), which founded the Political Organisation of Peoples and Workers “for national liberation and social emancipation” (OPT).

We, the undersigned social, civil, popular, and community organizations gathered today, November 20, at the headquarters of the Mexican Union of Electrical Workers (SME), affirm:

1. The events of September 26-27 in Iguala, Guerrero, have exposed for all to see the perverse relationship between the political powers and organized crime.

2. All the following institutions, political parties and individuals are responsible for the deaths of the three students at the Ayotzinapa community teachers’ college (“normalistas”), the deaths of three civilians, and the forcible disappearance of 43 other normalistasˆ: (a) The monopoly-controlled mainstream media, which systematically criminalize social protest; (b) the institutional political parties, which sell the elected offices and public functions to the highest bidders; (c) the three levels of government (federal, state and municipal) through their direct participation, their omission and/or their complicity in the forced disappearance of the 43 students; and (d) the executive power [president and executive branch], which has sustained a policy of systematic violation of fundamental human rights of the people of Mexico.

3. The repression and criminalization of social protest is aimed at containing, eliminating and exterminating the resistance of the popular, indigenous, peasant, student, and working-class movements to the colonizing project of the regime that is being implemented through the imposition of so-called “structural reforms” -- all of which have delivered our national territory, our natural resources, and our water and hydrocarbons to the transnational corporations. The result of these policies has been the loss of national sovereignty and of our social rights.

4. We accuse [Mexican President] Enrique Peña Nieto of destabilizing the independent historical project of the Mexican people, making use of illegal and abusive violence by the police and military forces of the Mexican State to serve interests foreign to our nation.

5. The political system lacks legitimacy in the eyes of millions of Mexican people, who are mobilized across the country today to demand that the disappeared students be brought back alive. The system’s political parties, the politicians who exploit their positions of power to rule from above, the State institutions that enjoy impunity as they impose neocolonial slavery for the future of our nation -- all of these lack credibility in the face of the ongoing social struggle. The regime is moved by and for the interests of international Capital.

6. For all the above-stated considerations, we demand:
a. The live presentation of the 43 normalistas who were disappeared nearly two months ago.
b. The punishment of those responsible for their actions, complicity, or failure to act in relation to the September 26-27 killings and disappearances in Iguala, Guerrero.
c. The repeal of the labor, energy, telecommunications, fiscal and education “structural reforms,” all of which violate the rights of the Mexican people.
d. The immediate release of all political prisoners.
e. An immediate halt to the criminalization of social protest.
f. The ousting of Enrique Peña Nieto as president of the republic.

We declare our support for the actions of civil disobedience and mass, peaceful protest that will take place on the National Days of Action on December 1 and again on December 6, the date that marks the Symbolic Siege of Mexico City [when Pancho Villa and Emiliano Zapata stormed and took over the Presidential Palace in Mexico City during the Mexican Revolution of 1910-17].

We call for the continued and active participation by all the diverse organizations in the demonstrations demanding that the 43 normalistas be brought back alive.
